Virginia State Government Inspector Senior Construction (Rural) in Suffolk, Virginia
The Hampton Roads District is seeking to fill Inspector Senior Construction position in the Rural Area to independently coordinate, schedule, and/or inspect all phases of work on routine and complex projects and advise contractor, superintendent, or other representatives of necessary action to ensure conformance with plans, specifications, and contracts. Inspects a variety of projects to include grading, paving, demolitions, special design bridge, signal, signing, coding, utility, and other special projects as assigned. Review performance of assistant inspectors daily and advises of necessary corrective actions to ensure teamwork, partnering, and project success. Answer questions from assistant inspectors and contractors regarding contract requirements and applications. Recommend changes to construction plans to meet field conditions; make field measurements of pay items and conducts materials testing; verifies lines, grades, dimensions, and elevations using srvey and field engineering equipment. Maintain and review comprehensive project records including daily dairies, materials notebooks, as-built plans, pay quantity records, progress schedules, work orders, and monthly estimates.
Extensive knowledge of roadway, structure and bridge construction methods, materials, standards, construction symbols, and terminology. Considerable knowledge of state and federal safety, environmental, and EEO/DBE guidelines and regulations as they relate to transportation construction. Considerable knowledge of mathematics to include algebra/geometry/trigonometry. Demonstrated ability to read, interpret, and analyze roadway, structure and bridge plans, as well as contract plans, specifications, and documents. Demonstrated ability to apply mathematical formulas and engineering principles to determine field adjustments to construction plans. Ability to maintain detailed records, perform required materials testing, and communicate effectively with agency and contractor personnel and the general public. Considerable skill in the use of engineering and testing equipment and competent in computer and software use (Windows, MS Office, e-mail, SiteManager or other utilized project management software, FMS II and/or Cardinal. Ability to work independently.
High school graduate/GED with 6+ years of construction inspection experience with a DOT or consultant inspection firm preferred or a combination of education/training/experience in construction, engineering, project management, or materials handling which demonstrates the ability to perform the work. Requires possession of VDOT or Mid-Atlantic Regional Technician Certification Program (MARTCP) certifications in Asphalt Field, ACI Concrete Field, Soils & Aggregate Field, Nuclear Safety & Transportation, Pavement Markings, Guardrail Installation, 30 Hour OSHA Safety, Work Zone Traffic Control (intermediate level), DCR Erosion & Sediment Control Inspection, flagger certification, fall protection and confined space entry. Other specialty certifications may include NICET Level III, National Association of Corrosion Engineers (NACE) International Coating Inspector Program Sessions I & II, IMSA Level I Traffic Signal, Asphalt Concrete or Hydraulic Cement Concrete Plant, or Asphalt Mix Technician. Valid driver’s license and ability to obtain a CDL within 6 months of employment (if required by the district).
Will be required to work outside normal hours to observe contractors’ progress, as well as in emergencies, inclement weather, and heavy traffic conditions. Ability to work at heights and within confined spaces. May be required to operate or work in the vicinity of devices containing radioactive materials and emitting low levels of ionizing radiation. Requires safety shoes. Pre-employment physical and drug screen required. Criminal history records check and fingerprint check are required. A driver’s license valid in Virginia is required.
