Health, Safety, Environmental and Training (HSET) Specialist
The HSET team is part of the Company’s Legal staff, under the general direction of the VP of Risk Management and HSET. Under the direction of the HSET and Quality Manager, the HSET Specialist is responsible to assist and support assigned the Company’s HSET program development as well as work as part of the Risk Management/HSET team to manage operational risk, write safety plans and other technical materials, assist with operational safety, and communicate safety regulations and standards as needed. This will involve interaction and proactive communication with front-line operational employees, their supervisors, management, and customers. This position will also complete Risk/HSET-associated technical writing and administrative support functions.
This position requires an understanding of HSET-related regulations (and associated interpretations) and the position shall become familiar with all assigned customer requirements and rules and regulations so as to assist the project sites with their site-specific HSET requirements.
Specific Responsibilities and Skills
Assist with HSET technical writing projects including, but not limited to, policies, program manuals, and newsletters to meet compliance requirements and contribute to the Safety Culture.
Maintain open communication with all stakeholders to continually advance the Safety Culture through site visits, safety committee meetings, conference calls, manager meetings, newsletters, improved signage and visuals, etc.
Develop and conduct HSE training presentations as needed. Periodically audit field site training and other HSET compliance-related items. Assist and train assigned site safety officers and operations staff on accident/incident prevention and risk/hazard assessment techniques.
Research HSET-related information and write/edit safety narratives for proposals, reports, presentations, and training in clear, simple, and grammatically-correct language.
Proactively communicate HSET regulatory program compliance requirements. Assist with interpretation as needed.
Work closely with Risk/HSET team members, and other stakeholders, on accident/incident investigations to determine claim compensability and company liability.
Maintain close communication with assigned project sites and work with them to anticipate, recognize and control potential employee exposures.
Ensure that key personnel receive adequate Accident/Incident investigation training including, but not limited to, company procedures, required forms, root cause analysis, and lessons learned.
Ensure that an effective Near Miss Reporting Program (and follow up) is in place.
Review and provide guidance on the initial investigation of Accidents and Incidents (including Motor Vehicle and Forklift) completed by operations. Help to identify root causes, contributing factors, and ensure that risk control/safety measures are implemented in a timely manner. Ensure that investigation results are documented (including witness statements, photos, diagrams training records, and other related materials) and communicated appropriately.
Ensure that an aggressive job/task hazard assessment program exists to ensure that appropriate Personal Protective Equipment (PPE) is identified and used properly to reduce risk to employees. Verify that required documentation is in place and that appropriate incident follow-up (including employee training) occurs.
Duties/HSET Regulatory Compliance:
Coordinate the development, distribution, and training of the Company’s Safety Policies/Procedures as assigned.
Verifies that all applicable HSET regulatory requirements are in place for assigned projects. This includes lockout & tag out, machine guarding, hearing conservation, electrical safety, confined space, hazard communication/GHS, fall protection, respiratory protection, etc.
Support the Company’s OSHA Recordkeeping Program.
Support the Company’s Motor Vehicle Safety Program.
Responsible for inspections and recommending corrections and/or additional precautions to ensure compliance with applicable OSHA & DOL HSET regulations.
Ensure that adequate emergency response procedures are in place at all JCCs. Assist with emergency programs and documented JCC emergency drills as needed.
Ensure that all new or updated HSET regulations are efficiently communicated to Management and other assigned field projects.
Assist with claim reporting as required per policy requirements and reporting procedures.
Assist Director, HSET/WC and VP RM/HSET with assigned Risk/HSET duties and tasks.
Job Requirements (Mandatory)
Advanced computer skills with Microsoft Office Suite: Word Formatting, Outlook, Excel, PowerPoint, Adobe Pro, etc.
Demonstrated talent for technical writing about complex HSET issues for both technical and non- technical audiences.
Ability to verbally convey technical HSET concepts in a clear, concise and understandable way.
Experience working with multi-site and multi-state responsibilities.
Knowledge of OSHA and federal, state, and local HSE regulations.
Ability to travel up to 20% of the time required.
Proactive, high level of productivity and organizational skills required. Must be able to manage multiple priorities and work within deadlines.
Calm, stable, mature judgment and ability to work in a team setting and interact positively with peers, co-workers, and internal clients in a professional manner.
Must be a team player, reliable, creative, ethical, and trustworthy.
Performs other duties as assigned.
Job Requirements (Recommended/Preferred)
Bachelor’s degree in an HSE (or related) field preferred, or equivalent 2-4 years HSET experience required. Professional designation (OHST, ASP, etc.) desired.
Familiarity with DOT/FMCSA Regulations.
Familiarity with NFPA Fire and Life Safety Codes.
Strong working knowledge of OSHA and other associated HSET regulatory environments.
